What is the difference between applying for an O-1A visa through consular processing and changing status?

Consular processing applies when the applicant is outside the U.S. and must attend an interview at a U.S. embassy or consulate. Change of status is filed from within the U.S. when the applicant already holds a valid visa and wishes to change to O-1A status without leaving the country.
